I hope you are doing well. This hat is not offered in 3xl. Stetson currently does not makes crushables in 3xl.
does it come with a chin strap?

Yes thi does come with a leather chin strap.
I want a hat for a safari I'm going on. What would you recommend. Also in a 7 5/8"

I would recommend any crushable hat in wool or leather in size xl.
How do I size it for my order

I would suggest using a tailor's tape measure and go by centimeters. You can click the ruler size chart button on the product page and will show you the what size you should get.
